The Monetary Authority of Singapore's latest Financial Stability Review found chief risk officers now rank AI-driven cyber and operational risk above geopolitical tension for the first time, with AI-investment overexposure emerging as a new systemic risk category. Thailand's SEC closed its public comment period on draft rules for the country's first onshore spot Bitcoin and Ether ETFs, restricted to Thai custodians and an 80% exposure floor. MAS Says AI-Driven Cyber Risk Has Overtaken Geopolitics as Singapore Financial Firms' Top Concern

The Monetary Authority of Singapore's 2026 Financial Stability Review, released September 22, found that 80% of chief risk officers surveyed at Singapore financial institutions now cite cyber and operational risk — intensified by AI — as their single biggest concern, ahead of geopolitical risk at 77%. A third category, financial-market stress stemming from overexposure to AI-related investment, emerged as a newly significant risk, flagged by 57% of respondents. The review separately noted that "a pullback in AI-related investment that could harm growth prospects and impact corporate profitability" is among the scenarios MAS is now tracking, alongside renewed trade tensions and a Middle East energy shock.

Stress tests run against Singapore-listed companies, banks, investment funds and insurers applied revenue shocks of up to 30% and interest-rate shocks of up to 400 basis points; MAS concluded the sector could absorb both. The findings follow MAS and the Association of Banks in Singapore's establishment, in May 2026, of the AI-Driven Cyber and Technology Risk Taskforce (ACT), an industry-wide effort to coordinate defenses against AI-scaled cyberattacks.

Thailand's SEC Closes Comment Period on Draft Rules for Its First Spot Bitcoin and Ether ETFs

Thailand's Securities and Exchange Commission closed public comment on September 20 on two consultation papers covering the country's first onshore spot Bitcoin and Ether ETFs, first opened for feedback on August 21. Under the draft rules, each fund must maintain average net exposure of at least 80% of net asset value to its underlying coin over each accounting year, with only Bitcoin and Ether eligible in this initial phase. Funds would trade exclusively on the Stock Exchange of Thailand, with custody primarily required to sit with SEC-regulated onshore digital asset custodians.

The second paper addresses when foreign custodians could be used instead: the SEC says it "reserves the discretion to open the door for qualified foreign custodians when necessary and appropriate," provided the custodian's home jurisdiction meets standards the Thai regulator considers adequate. No launch date or final authorization has been committed — the SEC still needs to review submitted comments, revise the draft, and decide whether to formally authorize the products, a process regulators describe as at least two steps from a finished rulebook.

Malaysia's Boost Signs an MOU With Tencent Cloud to Build Out AI, Cloud and Super-App Infrastructure

Malaysian digital bank and e-wallet operator Boost signed a memorandum of understanding with Tencent Cloud on September 22 spanning three areas across Malaysia and Indonesia: cloud infrastructure, AI product development, and super-app technology. Tencent Cloud will supply Infrastructure-as-a-Service capabilities to support Boost's cloud management and expansion, while Boost adopts Tencent Cloud's "Super App as a Service" platform to consolidate its financial services into a single application. The two companies will also collaborate on Tencent Cloud's AI product roadmap, with Boost drawing on both co-developed and off-the-shelf tools. No financial terms were disclosed.

"We are pleased to partner with Boost as it advances its digital transformation journey across the region," said Tencent Cloud SVP Poshu Yeung. Boost Group CEO Sheyantha Abeykoon said the collaboration is "strengthening our technology foundation while exploring new AI-driven capabilities." The deal follows Tencent Cloud's separate 2026 agreement with Malaysian telecom operator U Mobile, extending the Chinese hyperscaler's footprint in Malaysia's digital infrastructure market.
