Bank Negara Malaysia Plans Industry-Wide Fraud Alerts, With a Bank and PayNet Pilot Targeted for the First Half of 2027
Bank Negara Malaysia Governor Abdul Rasheed Ghaffour announced at the 16th International Conference on Financial Crime and Counter Terrorism Financing in Kuala Lumpur that banks and PayNet will introduce industry-wide fraud alerts that warn customers before risky payments proceed. Pilot testing with selected banks is targeted for the first half of 2027, with full implementation to follow. The alerts are designed to prompt customers to pause and verify before completing a transaction.
The target is authorised scams. Approximately 95% of online fraud cases involve victims being tricked into making the transfers themselves. Since October 2025, PayNet's National Fraud Portal has flagged more than 1,600 suspicious accounts, many assessed as presenting mule-related risks. The financial sector prevented approximately RM1.9 billion in attempted fraudulent transactions in the first half of 2026, against RM1.2 billion across all of 2025.

Sygnum Brings Fidelity International's Tokenized US Dollar Liquidity Product to Singapore
Sygnum launched Fidelity International's tokenized liquidity solution in Singapore on October 5. The product is issued on Sygnum's Desygnate tokenization platform and provides on-chain US dollar liquidity with a published net asset value. It carries a Moody's AAA-mf rating and first launched in Zurich in May 2026. It is open to accredited and institutional investors only, not retail. Sygnum Pte. Ltd. is licensed by the Monetary Authority of Singapore.
Fidelity International manages the underlying strategy, J.P. Sygnum's CEO said Singapore's regulatory framework and institutional market made it a natural venue.
Eyes on the Day Ahead
No dated regulatory deadline from today's three stories falls in the next 24 to 48 hours, so this looks a few days out instead: whether DayOne publishes a price range and share count for its Nasdaq offering, and whether Bank Negara names the banks joining the 2027 fraud-alert pilot. Neither has been scheduled in the sources reviewed.
