SEA Daily Brief: AWS opens its first Vietnam Local Zone in Hanoi, Vertex and Temasek back a $350m Singapore edge-AI silicon bet, and Malaysia's Ryt Bank trims its savings rate

AWS switched on its first Local Zone in Vietnam, placing single-digit-millisecond compute in Hanoi for banks VIB and VPBank and other early adopters. In Singapore, Acrab disclosed $350m in cumulative funding from Vertex and Temasek to build agentic AI compute and silicon for inference at the edge rather than the cloud. And Malaysia's Ryt Bank cut its base savings rate from 3% to 2.05%, an early sign the country's digital banks are shifting from deposit-gathering to margin discipline.

AWS Launches Its First Vietnam Local Zone in Hanoi, Putting Single-Digit-Millisecond Compute Next to VIB, VPBank and Other Early Adopters

Amazon Web Services said on June 20 it has launched its first AWS Local Zone in Vietnam, placing compute and storage in Hanoi to deliver single-digit-millisecond latency to nearby users. A Local Zone is an extension of an existing AWS Region that pushes a subset of services closer to end users for latency-sensitive and data-residency workloads — not a full in-country Region. The Hanoi deployment joins a network of more than 30 AWS Local Zones globally and runs on the same pay-as-you-go pricing model, with no upfront commitments required.

AWS named banks VIB and VPBank, fintech firm Trusting Social and ride-hailing operator GSM among early adopters, and pointed to financial services, healthcare, gaming and media as the sectors most likely to benefit from local low-latency compute. Jeff Johnson, AWS managing director for ASEAN, said the Local Zone brings "world-class compute and storage closer to Vietnamese organizations' customers" so they can "build, scale, and compete without compromise."

Singapore's Acrab Discloses $350m From Vertex and Temasek to Build Edge-AI Silicon and Agentic Compute

Acrab, a Singapore-based technology firm founded in 2024, said on June 17 it has raised $350 million in cumulative financing during its early development to build agentic AI compute infrastructure spanning AI silicon, local large-language-model inference, an operating system and agent-orchestration technologies. The round was led by Vertex through its Vertex Ventures Southeast Asia and India and Vertex Growth funds, and backed by Temasek, which the firm said invested from its earliest days and increased its stake as Acrab hit technical milestones.

Acrab's first-generation platform is a full-stack compute architecture designed for local LLMs running agentic workloads, which the company said has been validated in real-world deployment and is moving toward industry adoption and mass production. Chief executive Ken Phua previously held leadership roles at Arm in the UK and served as co-chief executive of Arm China. Vertex Holdings chief executive Kee Lock Chua said the firm backed Acrab "on the conviction that the next wave of AI will run at the edge rather in the cloud."

Malaysia's Ryt Bank Cuts Its Base Savings Rate to 2.05%, an Early Margin-Discipline Signal for the Country's Digital Banks

Ryt Bank, one of Malaysia's licensed digital banks, cut its base savings rate from 3% to 2.05% effective June 18, the firm told customers via an in-app notice. It keeps a headline maximum yield of 4% per annum but now caps that rate to the first RM20,000 of an account balance. The previous structure of a 3% base plus a 1% bonus has been reworked into a 2.05% base alongside a higher 1.95% bonus component, with promotional rates now contingent on completing gamified "stamp card" actions; the bank also pointed savers toward its Ryt Invest feature, which it markets at returns of up to 6%.

The cut leaves Ryt offering a lower base yield than several rivals: the report noted GXBank provides bonus pockets of up to 3.55% without locking funds, while Boost Bank reaches up to 4%. Roughly two years after Malaysia's first digital banks began onboarding customers, deposit competition is fragmenting around bonus mechanics, balance caps and fund-locking rather than headline rates alone.

Eyes on the Day Ahead

Nothing firm is docketed for the next 24–48 hours over the weekend, so look out over the next few days instead. On the infrastructure track, watch whether AWS's Hanoi Local Zone draws a competitive response from Google Cloud or Microsoft in Vietnam, and for any further detail on Acrab's path to mass production. On the fintech track, keep an eye on how Malaysia's other digital banks — GXBank, Boost Bank, AEON Bank and KAF — respond to Ryt's repricing, an early test of whether the sector's deposit war is cooling. TNGlobal and DealStreetAsia remain the fastest reads on regional funding rounds.

SEA Daily Brief: Vietnam Fines Unlicensed Crypto Trading, S&P Says Malaysia's Data-Centre Boom Needs $20 Billion, and Singapore's Whale Raises $40 Million More

Vietnam signed Decree 284/2026/ND-CP, imposing its first-ever fines on domestic investors trading crypto assets outside licensed platforms, effective September 1 as five shortlisted exchanges prepare to launch. S&P Global Ratings said Malaysia can nearly triple its data-centre capacity by 2030 but needs roughly $20 billion in financing beyond what domestic banks can supply. And Singapore's Whale raised a $40 million Series C extension from Hong Kong, Japanese, Thai and Korean strategic investors to fund its push into the Middle East and Europe.

An immigration check at Balaji Srinivasan's Network School campus in Johor's Forest City has frozen a $122 million expansion pending assurances from Prime Minister Anwar Ibrahim's office, even after authorities cleared every one of the 266 foreign residents checked. In Singapore, SBI Holdings closed its majority buyout of Coinhako a day after partnering with Ondo Finance to tokenize Japanese equities through its JPYSC stablecoin, using MAS-regulated infrastructure as a settlement layer it can't yet build at home.
