Bank Negara previews a 2027–2030 finance blueprint and puts AI governance on bank boards as adoption passes 70%
At the Asian Institute of Chartered Bankers (AICB) Nexus 2026 conference on 8 July, Bank Negara Malaysia governor Datuk Seri Abdul Rasheed Ghaffour outlined the shape of the country's next Financial Sector Blueprint 2027–2030, the successor to the current 2022–2026 plan, being developed with industry, government and other stakeholders. He anchored the forward agenda on two initiatives already in motion: an Open Finance framework for secure, consent-based data sharing — built with Payments Network Malaysia (PayNet) and slated for phased implementation from 2027 — and an asset-tokenisation roadmap advancing through pilots under the Digital Assets Innovation Hub. The governor framed the central bank's posture as one of proportionality, parity and technology neutrality, designed to enable innovation without premature constraints.
The roadmap came paired with a governance directive. More than 70% of Malaysian financial service providers have now deployed at least one AI application, and Abdul Rasheed told boards that oversight must stay with them: "responsibility cannot be delegated to an algorithm," and "the future of finance will not be defined by the speed or sophistication of technology, but by whether it strengthens trust." He commended the AICB's Future Skills Framework for building AI literacy and governance competencies across the industry.
Singapore's dConstruct raises US$125m Series A as the national RoboNexus accelerator graduates its first cohort
dConstruct Technologies, a Singapore robotics and reality-capture company, closed a US$125 million Series A round, the firm disclosed on 3 July. Its core d.ASH suite integrates 3D scanning technologies to run autonomous robots in complex, GPS-denied environments across the built environment, security, inspection, logistics and next-generation entertainment — physical settings where satellite positioning fails and robots must build and navigate their own spatial maps.
The raise coincided with the conclusion of RoboNexus, a venture-building programme under Singapore's National Robotics Programme whose inaugural cohort included dConstruct alongside LionsBot and Spinoff Robotics, with the graduates expanding into markets across Asia, Europe, the United States and the Middle East.
Temasek-backed Azalea opens private equity to wealthy individuals with a US$350m evergreen fund
Azalea Investment Management, the Temasek-backed private-markets firm, launched Azalea All Access, its first evergreen private-equity fund, securing US$350 million in initial commitments from a select group of anchor investors, according to a 3 July announcement. The fund uses a fully paid-in model with monthly subscription windows and quarterly redemption opportunities, giving diversified exposure to private-equity secondaries and co-investments managed by global firms.
The fund drew a mix of institutional investors, private banks, family offices and high-net-worth individuals across Asia, and integrates capabilities from Azalea's existing Astrea and Altrium platforms. Chief executive Chue En Yaw said the vehicle "broadens our suite of private equity solutions," positioning it as a route into an asset class that has historically been closed to all but the largest institutions.
Eyes on the Day Ahead
Over the next few days, watch for follow-up coverage from AICB Nexus 2026 and any signal on when Bank Negara will open formal consultation on the Financial Sector Blueprint 2027–2030 — the point at which the open-finance and tokenisation roadmaps move from speech to draft rule. In the region, Vietnam's crypto-exchange pilot remains on watch: the Ministry of Finance has cleared five applicants and officials have flagged a possible Q3 2026 launch, so any first-platform go-live would be the next concrete milestone. And on private capital, track whether Azalea's evergreen launch draws competing semi-liquid vehicles targeting the same Asian wealth channel.
