Indonesia's OJK published a 2026–2031 roadmap for its digital-asset industry, mapping out stablecoin regulation, asset tokenization and a single investor ID system across a base of 22.4 million crypto consumers. Malaysia's MOSTI approved a RM185 million grant to five local firms chasing the country's first home-grown HBM4 memory test chip. And Singapore's MAS stood up a Future of Finance Institute meant to move AI and tokenization from one-off pilots into industry-wide infrastructure.

Indonesia's OJK maps a 2026–2031 roadmap for stablecoins, tokenization and crypto oversight

Indonesia's Financial Services Authority (OJK), working with the Indonesian Blockchain Association (ABI), published a roadmap on July 2 setting out its regulatory direction for the digital-asset industry through 2031. The IAKD 2026–2031 roadmap covers stablecoin regulation, asset tokenization, over-the-counter crypto transactions, digital-asset taxation, cybersecurity and a Single Investor Identifier (SID) system meant to give OJK a unified view of investor activity across the sector. The document is built around four stated principles: affordability, integrity, agility and sovereignty.

OJK described the current base the roadmap will regulate: 22.4 million digital-asset consumers, 26 licensed digital-asset traders, two exchanges, and two clearing and guarantee institutions, alongside eight registered alternative credit-rating operators and 18.29 million users of peer-to-peer fintech lending (PAJK) across 1,346 partnerships between fintech platforms and financial institutions. OJK chair Friderica Widyasari Dewi framed the goal as balancing innovation with "market integrity, consumer protection, and financial system stability," while IAKD executive chief Adi Budiarso said the aim is a "sovereign, integrity-focused, adaptive ecosystem."

Malaysia commits RM185 million to a semiconductor R&D push targeting a home-grown HBM4 chip

Malaysia's Ministry of Science, Technology and Innovation (MOSTI) rolled out a RM185 million semiconductor research initiative — RM92 million from MOSTI and the Ministry of Science and Environment, RM93 million from industry partners — approved by the National Science Council on May 11 and disclosed on June 26. Five Malaysian firms are participating: SkyeChip Bhd, Inari Technology Sdn Bhd, FusionAP Sdn Bhd, Pentamaster Instrumentation Sdn Bhd and NSW Automation Sdn Bhd, working alongside local universities and research institutions.

The programme's stated goal is Malaysia's first proof-of-concept High Bandwidth Memory 4 (HBM4) test chip — the memory standard used in the highest-end AI accelerators — with an ambition of capturing 7% of the global advanced-packaging market. That is a materially different target from MTDC's SemiconStart incubator, which this brief covered on July 1: SemiconStart funds early-stage ventures across IC design, photonics, MEMS and packaging broadly, while RDICE is a targeted R&D grant aimed at one specific, high-value memory technology through a named consortium of five established firms.

Singapore's MAS establishes a Future of Finance Institute to push AI and tokenization past the pilot stage

The Monetary Authority of Singapore announced a Future of Finance Institute at the Association of Banks in Singapore's Annual Dinner, with an initial focus on artificial intelligence and tokenization. MAS described four capabilities the institute will build: a knowledge hub of validated use cases and playbooks, an "innovation garage," industry sandboxes covering programmable money, tokenised assets and AI workflows, and implementation toolkits including a Programmable Compliance Toolkit and an updated AI Risk Management Toolkit.

The institute is designed to sit on top of programmes MAS already runs — the MindForge AI Risk Management Toolkit, PathFin.ai (which already counts more than 200 participating financial institutions), Project Guardian and Project Orchid — rather than replace them. Its board will draw from MAS, financial institutions, technology firms and academia, with full governance details due later in 2026.

Eyes on the Day Ahead

Over the next few days, watch for OJK to begin issuing the specific implementing rules under its IAKD roadmap's four pillars — stablecoin licensing terms are the first test of how the framework translates into practice. In Malaysia, track whether any of the five RDICE participants discloses a development timeline for the HBM4 proof-of-concept. And in Singapore, watch for MAS to name the Future of Finance Institute's board and governance structure, expected later in 2026, which will clarify how much authority the institute has to set de facto standards versus simply convening industry.
